Pushpad: new features for faster delivery of web push notifications

Now you can use Pushpad for delivering time-sensitive messages. For example you can notify urgent alerts or incoming phone calls.

In particular we have introduced the following features:

1. A priority queue for notifications with less than 100 recipients; this means that your transactional notifications will be delivered immediately by Pushpad without queues.
2. An option that allows you to mark some notifications as urgent, as described by RFC 8030. Basically when you send a notification from the Pushpad dashboard or using the API / libraries you can enable an urgent flag: those notifications can bypass the power saving mode of many devices and are displayed immediately even when the screen is locked or the mobile device is dormant.
